Adaptive Mitigation
Some actions do both jobs at once. Raising surface albedo cools a neighborhood immediately (adaptation) and also reflects sunlight back to space, reducing Earth's net absorbed energy (mitigation). MEER calls this dual role adaptive mitigation.
Scientific detail
Adaptive mitigation identifies interventions with simultaneous adaptation and mitigation dividends. Surface albedo enhancement is a canonical example: local energy-balance change reduces heat exposure (adaptation) while producing negative effective radiative forcing at planetary scale (mitigation), avoiding the moral hazard tradeoffs common in single-lever proposals.
